Individuals who are eligible to receive the allowance must meet the following criteria:

(1) Holds Thai nationality
(2) Reside in a local administrative area as indicated in the household registration.
(3) are over sixty years old, have registered and submitted an application for old-age pension to the local government.
(4) Individuals who are not recipients of government, state-owned enterprise, or local government benefits, including retirees, allowances, special pensions, or similar payments. This also includes elderly individuals residing in government or local government care facilities who receive regular salaries, wages, or other benefits provided by the government or local government. This excludes individuals with disabilities and those with AIDS, as defined by the Ministry of Interior's regulations regarding the provision of financial assistance to local government organizations for the purpose of subsistence, as stipulated in the B.E. 2558 Act.
